What a value is checked for by LibFunc::AsTypeVal and
LibFunc::IsTypeVal: a kind, and for a struct or an enum the type’s id
above it.
An entry of the list is one of these ints, or a list for a collection
whose contents are checked too: [LIST, elements] for a list, and
[MAP, keys, values] for a map, where each of elements, keys and
values is a list of entries in the same form. An empty list there checks
nothing, which is what any in that position means.
